Furthermore, American intervention in Mexico in 1914 and in Haiti in 1915 may be interpreted as a growing policy of American interventionism in those places that had once been colonized, a policy that would reach forward in time to the Gulf War of 1991. World War I also added to the internationalization of colonial issues. The mandate system, put in place with the peace treaties, set a new tone, if not a new practice; and the existence of an international deliberative body in the form of the League of Nations can be seen, retrospectively, as a step toward the United Nations which would play a significant role in decolonization.
