Implementation of parts of this campaign has been financially dependent on voluntary contributions by states to a UN trust fund. There was little response to appeals for contributions to this fund. In 1989 a 'Study on the Achievements Made and Obstacles Encountered during the Decade to Combat Racism and Racial Discrimination' was prepared for the Sub-Commission on Prevention of Discrimination and Protection of Minorities by one of its members, Mr Asbj0rn Eide, a Norwegian professor.
For him, as for very many others, racism and racial discrimination were synonymous.
